W czasie realizacji projektu zatrudnienie znalazło 21 instruktorów rękodzieła artystycznego i 57 osób o różnych profesjach, a będących w większości bezrobotnymi w czasie realizacji projektu.
III. Kontynuacja działań:
Po zakończeniu projektu pozostaną wyszkoleni ludzie, którzy już w tej
chwili jak uwidacznia tab. Nr 1 pracują na własny rachunek, pozostanie też
Centrum Rzemiosła i Rękodzieła, które kontynuuje rozpoczętą pracę.
Rękodzielnicy spotykają się w nim w każdy czwartek, odbywają się w nim
kursy, na które finanse pozyskano z Fundacji Batorego i Akademii Rozwoju
Filantropii w Polsce.
Zadaniem Centrum jest:
- koordynacja działań rękodzielników,
- prowadzenie szkoleń,
- zdobywanie finansów na te szkolenia,
- promocja wyrobów rzemieślniczych i rękodzielniczych poprzez organizowanie
targów rzemiosła i rękodzieła, udział naszych - rękodzielników w targach,
jarmarkach w Polsce i zagranicą,
- organizowanie kiermaszy okazjonalnych w galerii w ratuszu.
Pozostanie również drugie pomieszczenie w galerii, miejsce prezentacji prac,
miejsce odbywania się kiermaszy. To namacalne efekty projektu. Rozbudzenie
potrzeb estetycznych wśród dzieci i młodzieży, poszanowanie tradycji to
efekty projektu, które będą zbierane w latach następnych.

I. Local circumstances and situation in the region:
The Dukla Municipality is situated in the south – eastern part of Poland, in the County of Krosno. The Municipality has a convenient communicational location – national road 9 (Radom – Rzeszów - Barwinek) and international road E-371. Its southern border is the state border with Slovakia. The Dukla Municipality consists of the Town of Dukla and 26 villages. The Municipality covers the area of 332,5 km2 with 17.126 inhabitants in the 2001. It is situated in the Dukielski Beskid, the lowest part of the Lower Beskid.
Outstanding natural values of the Municipality decided, that areas of highest values of natural environment are embraced legal protection. The area of protected landscape covers 95,6% of the whole area of municipality.
The town of Dukla is a seat of municipality authorities. Dukla became a town in 1380, and now it is an economic, cultural and administrative center for surrounding areas. Location in the area of Carpathian Euroregion creates opportunities for developing cross-border contacts with Slovakia, Ukraine and Hungary.
Main types of economic activities:
- agriculture - 3 034 farms (the average size of farm is 2,14 ha, 52 over 15 ha farms),
- trade – 352
- various services – 166,
- transportation services – 95,
- building engineering – 76,
- production services – 65,
- gastronomy – 25,
- therapeutics – 17,
- industrial services – 15,
- forestry (forests cover 55% of the Dukla Municipality area) - also delivers seasonal jobs – picking ground cover: berries, mushrooms etc.; hunting and delivering wood.
Main sources of income:
- farm as the only source - 11,3%,
- social, unemployment and other benefits - 28,8%,
- the above two sources - 68,4%,
- others - 11,5%.
Number of inhabitants: 17.126 (31.12.2001 r.), 28,8% of inhabitants are in pre-productive age, 54,6% are in productive age and 16,6% in post-productive age.
Unemployment rate is over 20%.
II. The project conditions.
The project „Craft and artistic handicraft as factors of economic and cultural development of the Dukla Municipality” financed by Carpathian Foundation, being implemented from December 1st 2000 by the Municipality of Dukla supported realization of strategic assumptions concerning crafts and handicrafts. It’s been a result of active social participation in the process of creating economic development strategy for the Municipality. Crafts and handicrafts were discussed over at the strategic workshops concerning tourism. Many people interested in tourism (owner of hotels, and also agri-tourism farms), owners of small businesses and representatives of NGO’s dealing with crafts and handicrafts took part in the strategic workshops.
There are over 100 agri-tourism farms, with circa 1.500 beds, in the Dukla Municipality and neighboring communes. Development of souvenirs production and running craft workshops (ceramics, purple willow products and others) in the agri-tourism farms will make their offer more attractive and may become additional or even main source of income for many inhabitants of our area.
Work with children and youth made them interested in crafts. The assumption was to teach them to have respect for tradition and to create their new esthetic habits.
1. Goals achieved during the project implementation:
1. Initiate operations activating and leading to creation of new jobs – teaching basket-making, bouquets-making, artistic fabrics and training in joinery – 16 new jobs.
2. Internal and external promotion of local crafts and handicrafts – the craftsmen from our municipality are invited to take part in handicraft fairs in the whole Poland and even abroad.
3. Creating local product – various fairs, where the local handicraft products were presented, became annual events in Dukla.
4. Continuation of cooperation established between craftsmen from the Dukla Municipality and Slovakia (the Presov Region) – joint trips to Gdańsk (Saint Dominic Fair) and Bardejov Fairs.
5. Cultivating Christmas and Easter traditions – the work with children is being continued by schools, the Dukla Culture Center and also by the County of Krosno.
6. Make young people (already from elementary school) interested in crafts and local handicrafts by their active participation in extra afternoon-workshops – children and youngsters visit the Gallery in the Town Hall and organize their own exhibitions. Exhibition of artistic works made by children from the Dukla Public School Complex is a good example of the above activities.
2. Organization responsible for the project implementation:
The Association of Cultural and Ecological Initiatives “Animare” created by local craftsmen was the organization responsible for realization of the project. Also all the local schools, the Dukla Association of Economic Initiatives, the Dukla Culture Center and the County of Ladomirova (Slovakia) took active part in the project implementation.
3. Results:
The project was undoubtedly successfully implemented what is shown in activities of other communes implementing the similar projects. We have also established a Center of Crafts and Handicrafts in Dukla at the Kościuszki street.
Local authority gave facilities (2 rooms) in order to establish the Center’s seat. The Center integrates craftsmen, allows them for exchange of their experiences, and serves as the location of various training activities.
During the project implementation process we have achieved the following results:
- Selection of the group of 72 people interested in crafts, handicrafts and production of souvenirs (Table 1).
- Promotion of local crafts and handicrafts, and this way promotion of the whole commune (articles in local, regional and national press, radio interviews (PR1, Radio Zet, Radio Gdańsk, Radio Rzeszów, local: Fakty and Fan) and TV interviews (TV PR1, TVN, and local: Gdańsk, Rzeszów), promotional materials.
- Organization of Craft and Handicraft Fair in Dukla with participation of craftsmen from the Dukla Municipality area and Slovakia – July 2001 and 2002.
- Handicraftsmen from the Dukla Municipality area and Slovakia took part in the Saint Dominic Fair in Gdańsk – from 28.07 too 12.08.2001. The Fair Jury awarded our handicraftsmen the supreme prize – Saint Dominic Grand Prix for the best and the most interesting offer of the Fair.
- Handicraftsmen took part in the 30th and 31st Fairs in Bardejov – in 2001 and 2002.
- We have organized promotional exhibitions in the “Gallery” – 10 exhibitions from the 1st of June till the 30th of September in 2001 and 2002.
- We have organized for children and youth afternoon – workshops concerning crafts and handicrafts – 9 Public School Complexes and the Dukla Saint John Secondary School were involved in these activities (Table 2).
- We have organized for children and youth afternoon-workshops concerning Christmas and Easter traditions - 9 Public School Complexes were involved in these activities.
- We have elaborated and issued promotional materials (Table 3).
- We have made a film promoting our municipality, crafts and handicrafts – the film was presented 9 times on TV Polonia.

The project activities involved 21 instructors of artistic handicraft and 27 people of various professions and in majority being the jobless at the period of the project implementation.
III. Continuation of the project activities – follow up:
There are still people trained out in the project that as it is presented in the Table 1 run their own businesses. There is also the Center of Crafts and Handicrafts operating in Dukla and continuing activities started within a framework of the project. Local handicraftsmen have meetings every Thursday in the Center. There are also training courses being carried out in the Center. The Batory Foundation and the Academy of Philanthropy Development in Poland finance the above courses. The Center’s tasks:
- coordinating activities of local handicraftsmen’,
- carrying out training activities,
- gaining financial assistance in order to carry out the training activities,
- promoting craft and handicraft products through organization of craft and handicraft fairs – participation of local craftsmen and handicraftsmen in the fairs organized in Poland and abroad,
- organizing fairs in the Town Hall Gallery.
There is also a second room in the Gallery established as the result of the Project, as the place for presentation of artistic works and organization of fairs.
All the above points are tangible effects of the project activities. Evoking esthetic needs among children and youth and respect for tradition are the project effects we will gain in the nearest future.
